Another option:

After opening the file in Photoshop go to >  Save For Web   under   File
It will take a few moments appear choose JPEG as he option on the  
right adjust the compression option unil you have a decent balance in  
size and quality them save.

JPEG                                             Optimized checked
High or Medium                           type in a number that gives  
you a smaller (compressed) image with decent quality
the other buttons and numbers should be unchecked or zero

Down below the image on the left will be the image size and approx.  
time to send at 28.8Kpbs.

Or to the right of the Preset button the right arrow in the circle  
button > click and choose Optimize To File Size > type in the desired  
size > select Auto Select Gif/JPEG and let er rip.
