There seems to be a lot of confusion about terminology in this thread.

In OS9, a "Clean Install" means simply that the installer creates a full, new System Folder on the selected drive, and renames the old one (as Old or Previous System Folder). OS9 installers NEVER delete anything or reformat anything.
In OSX, a Clean Install might mean something else

If your drive does not have a System folde already, then a plain (default) Install is the same as a Clean Install. Otherwise, it will install in the existing System Folder, placing files that are missing or needs upgrading.

Normally you do a System install because something was wrong, or because you upgrade to a newer OS. In both cases, the best is a Clean Install. Then you can move special Extensions/Control Panels and preference files as needed over from the old System Folder, and then thrash it. This is my experience, from having done this dozens of times...

I'm NOT that 'up to date' with OS9's installer. So I don't know for
certain. But they may be assuming that you are starting from a
'clean/new' condition when you choose 'install'.
That would be MY understanding. IF you have that situation, then the
'Install' and 'Clean Install' are one and the same. The difference in
my mind, is that a 'Clean Install' will probably FORCE you (or do it
for you) to 'delete everything'/reformat before it does the install.
