.ca merely means that it falls within Canada's name authority. By the rules, most of the websites we hit *should* end in .us, and some do. My local county government website is <http://www.co.pima.az.us/>
The official naming rules are many and somewhat nebulous. for example, in the UK, commercial sites are often .co.uk, and academic ones are usually ac.uk. The rules are dependent on each national authority.
