I envy them too, I live in Asia :), brought back the G4 on a recent holiday there, the DVDR and HD are easily bought here. Plan to mail order the Radeon and Processor from OWC.
The worst thing about the Minis (and iBooks) are that they're shipped with slow RPM hard drives. Replace that with a good PC brand 7200 RPM hard drive and it makes a big difference. The rest of the Mini - the processor, busses and RAM - are fast enough. But I wonder if they fry after a while.
Good points, I chose the DA in the end for it's 133Mhz bus and I don't think anything will fry too early on the Mini.
