Danielle,
I ran the 10.3.9 Combo update on a B&W that's on
the Net a LOT. A couple of months or more later, No
Problems.
Since neither of your browsers work, have you
opened Internet Connect while trying them to make sure
that's actually hooking up? I suspect you may have
lost your connection settings somehow - and yeah,
during the upgrade sounds logical. Assuming all your
hardware is okay and your ISP is too, that's where I'd
look first. It might be as simple as an ISP password
to fill in; more likely you'll have to re-enter
everything.
BTW, since using Safari, I don't let IE or even
Netscape (my fave back in System 7 days) anywhere near
my Macs. The only thing I don't like is that it
doesn't seem to support HTML or Rich Text replies on
Web mail such as Yahoo. Yes I know that doesn't work
on this List, one of my favorite Lists, but I do get
other emails... ;^)
Otherwise, Safari cooks.
