Not a good plan. The OP is taking about OS X so the subject should
have been "Previous System" (or "Previous System folder").
In OS X if it's a newer system version there are files in the older
version that have been eliminated and moving them into a newer
version will cause problems. Even if it's the same version you can
have problems. You could end up copying a corrupt file, possibly the
reason for re-installing in the first place.
Even in OS 9 it's not a good idea for pretty much the same reasons.
After going through and tossing duplicates it's better to use what is
left as a guide for re-installing third party items, etc.
