I've had the best luck simply using Disk Utility's Restore function to clone (must be Panther or Tiger). Furthermore, it's free, and you have it already.

Highlight any drive in the left column, it really doesn't matter which one, but one of the two you're going to clone is best. Now go to the "Restore tab" and drag the old drive to "Source" and the new (previously formatted) drive to "Target" and hit the "Restore" button. It's much faster than installing, so it shouldn't be too long. If you get an error message right at the very end, it's probably not valid in my experience. Normally the cloned drive is fine.

Another free method I've only used once, but actually did work (to my surprise), was to clone from OS 9.x using Disk Copy 6.5b13. It must be this specific version of Disk Copy which is a rare developer version issued right before OS X. Normally Disk Copy is limited to 2 GB volumes maximum, and can't handle OS X stuff, for instance, this Disk Copy can mount .dmg files in OS 9.x. I'm not going to vouch 100% for this with Tiger, since Tiger is supposed to have some new extended file system, but I'm pretty sure it's fine thru Panther. It's really hard to find Disk Copy 6.5b13 for download. This only link I know of can be found here:

To use it go the the "Utilities" menu and select "Clone" and then drag the drives to "Source" and "Target" and hit the "Clone" button.
