No. Kernel panics cause the machine to stop cold until restarted.
I have upgraded my B&W Rev 1 (512mb, 2 SCSI HDs) with PowerLogix
850mHz G3 zif, using the original 300mHz heatsink.
Whether I am booting the HD with OS9.2 or the other with OS10.2.8,
it has shortish freezes very often when opening new windows; an
example... it ALWAYS freezes when opening the Startup Disk CP (9.2)
or preference (10.2.8). The freeze can last anywhere from 5-30s.or
perhaps more, and is extremely irritating.
I had thought that it might be some bug in my copy of OS9, but after
installing X, it behaves just the same in that.

It still could be a bug in your copy of OS9. When either Startup
Disk item opens it searches all disks for suitable operating systems,
OS 9 AND OS X. If there is some corruption in one it could cause it
to delay. I don't know just how that would happen however. So a
corruption in your OS9 could also cause a delay in X.
