Yes, the bus speed is overclocked from 100MHz to 120MHz in my Sawtooth. This reduces PCI speed from 33MHz to 30MHz. However, I dont believe this affects AGP in anyway. And my graphics card is not overclocked. So knowing that, do you still not believe its the CPU?
