I really don't see this as much of a problem.  It's not a bad idea to seperate 
the system files from other files anyway.  I've never had data and user files 
together with system files on any of my systems since I started using a disk 
based OS back in 92 with my first amiga computer.  (It wasn't an issue with 
the C64!)  I think this is a big part of the problem with windoze and dll 
hell.
