Yes, obtain the 4.1.9 firmware update from Apple, boot into OS 9.x, run the firmware installer, then boot from the OS X 10.4 DVD and install Tiger. It's that simple.

But in order to get the most out of Tiger, upgrade the RAM to 512 MB or more. It will run, barely, on 128, OK on 256 and 384, but 512 or better will give your 400 DV a new lease on life.
