Try resetting the Pram (command+option+P+R). Hold these keys down after the first bong and let it bong again once or twice before releasing the keys. Then hold the 'C' key with the CD inserted. My personal experience is OS 9 still won't install because it thinks it has already been installed. Perhaps you will have better luck.
