This is correct for iBooks, iMacs, and eMacs. It is not correct for Powerbooks or Power Macs. I have recently read that it is not true for any of the Intel Mac machines.

I don't think you should have to buy AppleWorks.

Did your copy of Panther come with Classic (OS 9) install discs? If
so, there should be a copy of AppleWorks for OS 9 on one of those
discs.

Install that.  Once installed, you can use Apple's website to freely
update it to the OS X version.
