This is correct for iBooks, iMacs, and eMacs. It is not correct for
Powerbooks or Power Macs. I have recently read that it is not true for
any of the Intel Mac machines.

Newer machines come bundled with "Software Resore" discs (in addition
to the Panther install discs). They include among other things
AppleWorks for OSX
I don't think you should have to buy AppleWorks.
Did your copy of Panther come with Classic (OS 9) install discs? If
so, there should be a copy of AppleWorks for OS 9 on one of those
discs.
Install that. Once installed, you can use Apple's website to freely
update it to the OS X version.
