As a general rule for soft start models you should some at least (but
usually only) one pin on the power connector(s) from the power supply
with voltage on it with the computer is off but plugged in. If you
don't see any pin with voltage then it's likely the power supply. If
there is a voltage present then it still could be the power supply or
it could be the mother board.
Pull anything you can, RAM (all of it), CPU, drives, expansion cards,
video card, drives and all back panel connectors then try turning it
on. It is possible one of these is keeping it from starting.
