Lots of crooked and dumb people at ebay.
The fraud rate is actually highest at local card present
establishments. Waiters with hand swipers etc. The next highest
rate is regular mail-order companies. eBay is way down the list.

On the other hand, be certain you are right in your claim and put
yourself in the seller's shoes.
