I dragged our clamshell with an original airport card and running 10.3.9
through three airpoirts with wifi this week and couldn't figure how to connect
anywhere. It got a strong signal from the wifi network but there was no
"connect" prompt. I saw nothing in airport preferences that seemed to apply.

What do I have to do to configure the machine to connect to a wifi network?

I travel a lot and can tell you not all airports offer wireless internet. More
and more do, but usually not free and it's mostly offered by a 3rd party vendor
as a pay service. Usually when you pick up a wireless signal that you can join,
just use your browser and try to go to any webpage, such as google, and you
should get directed to the service's web page with a user agreement and payment
instructions (if it's not free). I've seen wireless computer-to-computer
networks in airports and their signal will show up but you won't be able to
join. Internet connect gives you basic information but for years I have been
using a nice little app called Macstumbler which lists all available wireless
networks and tells you whether they are WEP-encrypted or not and better signal
strength information. Have a look... freeware:
