It doesn't, period.

"optimization" is done automagically in the compiler, on a per 
cpu-architecture basis.  Mullin's comments about optimization being 
the cause of the speed difference is PURE speculation.  99% of OS X 
is written in HOL (high order languages), not assembler (machine 
language).

It is more likely that the speed differences were due to the way the 
two operating systems do certain functions.  Leopard uses the video 
GPU and such much more than Tiger.
