It doesn't, period. "optimization" is done automagically in the compiler, on a per cpu-architecture basis. Mullin's comments about optimization being the cause of the speed difference is PURE speculation. 99% of OS X is written in HOL (high order languages), not assembler (machine language). It is more likely that the speed differences were due to the way the two operating systems do certain functions.
