Congratulations.  You have just been handed a bucket of BS and made 
happy about it.  If the line is not meeting the noise specifications 
then the telco is *REQUIRED* to fix it *BY LAW* regardless of cost. 
You need to file complaints with your local and state PUCs and the 
FCC.
