Since no one seems to have answered the original question, no, you cannot put a Core Duo processor into a G4, it simply won't fit. With a hammer and a chisel, it may go in, but it probably won't work.
As others have stated, RAM and video card are two of the best upgrades you can do to a Mac, in that order.
