Sorry folks your moving far from the point:

To position the window in ALL browsers - with one window open, position it 
where and at what size you want it to be and then use the file menu to close it 
- NOT THE RED DOT.

Now, use the file menu to get a new window, it will have been remembered by the 
browser and will provide you with the same location you closed with -- and now 
for my original question:

Using firefox, seamonkey, netscape, and flock and also safari, with the above 
written and established position and size for your window, you now need to open 
a second window, say to search Google for a name or some other item for your 
email that your writing in the first window, so you tug the window off to the 
side and open a new window, search Google, get the info you wanted and now move 
the email window back to the main position and paste it into the email. 

All appears well, but then you see an ad or a link in the email or elsewhere 
and a new window is opened automatically or by the file open and there it is a 
new window in the off screen position you last moved the email window to. 

It is this that is driving me nuts, I did not ask it to change position and do 
not want it to change position.
