What version of Mail are you using? In addition to Geoff's advice, in Mail 3 (at least) there's a drop down menu at the bottom of the window that appears when you attach or drop in a photo. It defaults to 'Medium Size', but you can select 'Actual Size' from the menu. You do still have to be aware that most ISP's place a limit on the size of individual email messages.
