I've been using Intaglio from purgatordesign.com for a while now and it
has been a very good program. I'm using it for electronic and
mechanical drawings but it can certainly do what you want.
It's very much like MacDraw and ClarisDraw (which is what I bought it to
replace).
It's around $90. They have a demo version you can download.
