Sounds to me like a bent pin in the port. Next door neighbor had a usb port that worked but was very flaky. Would even shut his computer off at times when he plugged a device in. The problem with his port was one of the pins was bent and would touch the metal ground of the cage of the socket or plug when the plug was inserted.
