No, it won't run.

But you can boot a Tiger CD/DVD and run Tiger's Disk Utility from the disc on any Panther volume with no problems.

The rule of thumb is you can always use a newer Disk Utility version on an older OS version. If you do the reverse it won't damage your system, but it might result in a partial repair, so it's not a good idea.
