The FIRST thing to check is the input power switch. 
 
It has a 115 position and a 230 position. 
 
If placed on the 230 position, but operated on 115 volts, the PSU's "converter 
section" is operated as a full-wave bridge, and the intermediate dc bus voltage 
will be only 162.25 volts, whereas it needs to be 325 volts for proper 
operation. 
 
If placed on the 115 position, and operated on 115 volts, the PSU's "converter 
section" is operated as a half-wave voltage doubler, and the intermediate dc 
voltage will be 325 volts, as is expected and required for proper operation.

Should have mentioned I had verified that already. Pram battery shows 3.69V 
although it's about 3-4 yrs old. System was working earlier yesterday but 
wouldn't come on a few hours later.
