in the past i have intentionally low-level formatted hard drives, then
connected them to a PC (the heresy!) and used windows' disk management
utility to partition and format.

once it is PC-formatted, then disk utility (on the tiger or panther
install disk) will recognize it and allow you to format it for the
mac.
