There's your answer right there.
To color the actual folder, you need to have folder icons of
different colors handy, such as those here:

and change the icon by doing a Get Info on the icon file, selecting
the icon, copying it, doing a Get Info on the target folder,
selecting the icon and pasting it; same way it's worked since OS 7
or so...
I believe that Unsanity's Labels X can color just the icon.
But it is still a haxie and haxies can possibly have negative effects on
your system. Caveat emptor (which Google actually translates to "let him
beware of the buyer").
