I've tried the usual ideas with isopropyl alcohol etc., but the most effective thing for me was holding the mouse upside down with the scroll ball resting on a clean sheet of A4 copier paper, and running it up & down, side to side, and round & round for 10 - 20 seconds. That's generally cured it. OK, the problem might come back in a couple of weeks, but another upside down rub still clears it. That's at work. At home, I bought a Magic Mouse. Problem over.
