Not always. I purchased a 'refurb' iMac G4 that initially had a matching SN, but it (along with others like it) had a problem with some flashed code that kept the display from waking from sleep. Apple fixed it, but then it had no electronic SN at all - just a decal on the inside of the ODD door.
I fought tooth and nail with Apple about giving it a serial number that can't be just peeled off but they refused, even saying it was impossible (which I doubt).
