Normally, the HD would have nothing to do with booting from another device -- unless it was somehow farking the bus. So by adding the new device, you have somehow blocked the bootstrap (and probably other functions) from reaching the other device.

Ok... Perhaps you mixed the modes? If the ide devices in the powerbook were originally set as master and slave, then you replaced the master but set the new device to cable select, that would leave the slave dangling off a cliff. Or vice versa. Either way, the bus would be a bit irked...

(this is off the top of my head as I don't have the PB docs currently).
