You need to use a hack to get Quartz Extreme running on pci video card. I can not remember the name, maybe someone else can.
I used it on 10.2, but never needed it on any OS higher so I don't know if it works in 10.4.
I do not believe the pci 7000 supports core image, so you may be out of luck there.
