Any ideas?

You might install Startup Sound preference pane 1.1b3 which allows you
to set the volume of the startup chime in a System Preferences
preference pane. If you set the volume manually, and still can't hear
any chime, you've likely got a hardware issue, perhaps a wire to the
speaker?

Has anyone had problems with this utility with a mac mini G4?

It works to turn on or off the chime but it does not adjust the volume
of the chime when adjusted.
I am using the internal mini speaker FYI.

Seems odd to me that it would only partially.
