On OS 9, you're pretty much stuck with QuickTime's MPEG-1 codec, or an ancient version of divx. There's an MPEG-2 plug-in for QuickTime, but I think (if it's still available) it costs around $30, from Apple.

If you're doing the transcoding on a machine running OS X, use an app such as Burn (freeware). It includes a full build of ffmpeg (the standard open source transcoder, that most apps use). Tell Burn you want to make a Video disc, select VCD from the pop-up, then drag the video into the window. Burn will then automatically transcode it to mpeg-1 for you. Apps such as ffmpegX will do this also, $.
