There are no Belkin that I can find for OS X

There's an old Belkin USB dockstation that has ports with OS X drivers available. Belkin F5U216. The F5U216 uses FTDI drivers <http://www.ftdichip.com/Drivers/VCP.htm >.

I do have a Belkin F31661-06 but it's for OS 9. and even at that it never do work hardly.

If this adapter uses a cable to adapt a standard DB9 to the Mac DB8 then you can likely use it with OS X. You'd need to determine the chipset used in the adapter and then find an OS X extension for it. You can probably plug the adapter into the USB and look in System Profiler to see about the chipset. It may be a Prolific Logic PL-2303 which has OS X drivers.
