This is what happens when the power supply is bad. Get a multimeter and check
the voltages. Search “PowerMac G5 pinout diagram” for the correct voltages. If
you need a power supply, some people have modified standard PC ATX power
supplies to work in G5’s. If you’re doing this much work, replace the thermal
paste on the CPUs, it’s gotta be completely dried & dead in over a decade.

I disagree because the two beeps indicate a RAM problem.

The fans will always go up if no thermal management is initiated. This also happens if you stay in the boot selection (holding Alt or Option on start-up) for a very long time, and also if the PRAM battery is bad and the start-up sequence doesn't pass the Power-On-Self-Test (POST). (To name just two cases with high rpm fans.)

Though it *could* also indicate a PSU problem, it seems more likely to be the replaced memory in this specific case.
