Thanks for the suggestions. I'll file them for future reference. I did try 
deleting the mouse prefs plist earlier while working the problem, but that did 
not resolve the issues with the wireless mice.

The 2,4Ghz band that generic wireless mice use is pretty crowded. It could be 
that a neighbor has put in a particularly noisy wireless device of some sort. 
It’s unlikely to be your devices unless you’ve changed them recently.

You might be better off getting a Bluetooth mouse, since the spec for that 
(IIRC) includes measures to manage interference from competing devices; but a 
wired one is pretyt much proof against any sort of interference like that.
