Summary: Multiple monitors new IM window opens in unviewable position

Initial Comment:
WinXP.

I have two monitors configured, with the right monitor
being the primary.  The two monitors are running at
different resolutions, with the primary monitor running
at 1280x1024 and the secondary at 1024x768.  Since the
physical configuration of the monitors is that they are
not at the same height, I have configured Windows to
have the secondary (left) monitor lower than the primary.

When a new IM window is spawned, it's obviously spawned
at 0,0.  This poses a problem, because the window is
almost invisible (the secondary monitor's viewable area
starts at about 400px down).  Since the mouse is unable
to access the title bar to move the window, I resort to
using keyboard commands to move the window.

Problem is solved until the IM window is closed, then
next time it spawns it reopens.

Suggested fixes:
a) An option to specify on which monitor new IM windows
appear.
b) An option to allow the IM window's x, y position to
be saved when it is closed.

I hate to nitpick (since the two GTK bugs may very well be
the same bug), but I think this should be filed under GTK
bug 153219.
