Summary: Tray icon double-click to always show buddy list window

Initial Comment:
If the buddy list window is closed, double-clicking the
tray icon will show the window. If the buddy list
window is open and frontmost, double-clicking the tray
icon will close the window.

If the buddy list window is open and not frontmost ...
I would expect it to bring the window forwards
(especially if I don't notice that its button is
already on the taskbar so assume I am opening it), but
instead it closes it. In Win32 at least, but I imagine
this is the case in X11 too as the plugin is
cross-platform. I consider this to be a matter of
consistency - that is, double-clicking the system tray
icon with the blist window not frontmost should always
appear to do the same thing (show the blist window)
instead of show it sometimes and other times appear to
do nothing (the window I could not see, closes, and I
just see a taskbar button disappear).

Does this make sense?

For the record, this is not the case on X11. I am assuming
this is still relevant for win32 however. The url for the
