The stuff you give is not relevant to gb.openssl. You only showed the installation phase of the components written in Gambas, which doesn't include gb.openssl. I have a very unpleasant memories [1] about the last time I changed the configure.ac of gb.openssl. Please make sure first that the openssl development packages are installed.
