audacity at audacity.sf.net is good and goldwave.
Due to the fact I needed to edit sounds and such here is a package I made for soundrecorder for myself for network sharing its a 7z file so you need sevenzip from sevenzip.org

One note, if running with uac on or in a 64 bit system it will say it can't write to the registry you can safely ignore this and it will work.
