Actually, it wouldn't take building an accessible console. We just
need to find an economical way to make selling game's on disc
profitable for commercial game developers. The main reason companies
such as Draconis no longer ship their game's on CD is because it costs
a lot of money to do, and there is not enough interest in buying
game's on CD or DVD to make it economical for VI game developers to do
it instead of downloads.
The main reason ESP, Adora, now Draconis could do that say 10 to 15
years ago is that most people were on dial-up internet and it was
worth the customers time to just order a copy on disc since a large
game or several games took too much time to download. Now with the
rise of high-speed internet via cable and dish there is less desire or
a need to wait days for a copy of said game to come in the mail when
they can download it, order it, and have their key in a matter of a
few minutes. Thus selling games on physical media such as ours is
commercial suicide because there is not enough interest or desire to
pay more for games on CD when they want it via a quick and easy
download.
