You need to go to wing 2. Head through wing 1 and take the north most
staircase, or go to the second recreation floor and find the teleport on the
left hand side.
I do admit this one threw me slightly as well.
As regards settings, yep, the sapi or other voice settings are saved along
with your saved game.
