Absolutely not. It is unethical to take someone else's ideas, the name
of a game, etc and try and sell it as your own creation. The fact you
recognize it as steeling should tell you that it is unethical, and
that you don't really have a right to do this legally or ethically.

For one thing there is international and national copyright laws that
protect a developer's right to his or her ideas and creations. If you
create a new game called Super Liam using Liam's sounds, music, game
characters, etc you can legally be sued for copyright infringement.
The only way around this is to get permission from the copyright
holder, and usually that may involve some sort of contract where you
pay him/her a certain amount of money to use their trademarks.

Copyright law not withstanding there is a question of ethics here too.
If a developer be it Liam, Philip, etc creates a game what right do
you have to just take their sounds, music, game ideas, etc and rewrite
it, and sell it as your own work. That's not the same as walking into
a store and steeling something, but it is still theft of someone
else's property. Steeling is still steeling and most people consider
steeling an unethical practice.
