Not really - as I understand it is that access to contents of UAC popup is literally being denied, due to nature of user-access-control - same way, a while ago, some of the anti-virus software thought some screen readers were acting like trojan horse malware, due to them scanning textual content of other windows/dialogues.

And, don't really think logon screen activation has much to do with it - this was after had been working in main window/desktop area, and, since run portable version of NVDA, it's not necessarily too likely to cooperate with logon screen startup...?

The reason most programs can't read UAC screens is because you have them
disabled on the login screen. Turn them on there, and they'll probably work
with UAC.

One of the very first things I do on any new windows installation, and one
of the last bits of sighted help need is to turn off/disable UAC
immediately, since most of the screen reader packages seem to not be able to
read those dialogues.

Funny enough, on my one windows 10 test machine, the new version of narrator
can deal with the UAC popup well enough, but, still turned it off pretty
much immediately.
