You may've run across his wolf guards if you've explored there before, which you might've done if you did the quest involving the actress. So just click on Explore Talonis, and then type in Penekarn Lane, and you'll find him there. Secondly, icons must be attached to special imbuable items which you can only get from Kyul Thainer currently. Honestly, I don't believe any of them are worth getting right now, but it's your call. And yes, I believe they can be removed. And finally, um, well, I'll be honest with ya. I also have no idea which subjects the guildmaster will discuss with you. I never got him to talk either.
