Not necessarily. Same with dragons. In some books and games dragons are goo, at least some are, while others are evil. But Peeves is the same way in Sarah as he was in the books. He'd throw garbage cans at you or peltyou with chalk. That's just the way they are. Heck, maybe some Poltergeists just behave differently than others.
