Unfortunately, there is no Windows version.  I believe in Issue 36 Michael had 
an interview with the game's author where among other things he said that he'd 
lost the source code for the game and so couldn't update it.
Nor do I have any idea why Jaws acts that way.  I don't use it myself and so 
have no knowledge of how it works.  I have had great success playing the game 
with either Window-Eyes, or DosBox.  But DosBox isn't for everybody.  The setup 
is complicated.
I'm sorry i can't give you more hopeful news.
