Hi Richard,
Yes, the .Net Framework should be installed to your C: drive. in fact, 
just for everyones information most of it gets installed to
C:\Windows\Microsoft.Net\Framework
which is the default location. Though, I know RR does require the 1.1 
Framework for registration.
I will leave this up to Che to help you solve this issue as I am not 
clear as to the specific reason for your error.
