That's actually quite simple. the "flames" refer to the flames that block the archway. So the goal is to find a way to dispell them. That's what the "eyes" and the ""hands" are for. There are three spider idols, each with a gem set in its head. You need to find them and remove the gems. They'll vanish when you do but don't worry. Those are the three "eyes." Next, there are two stone dials, one to the east and one to the west. The one to the east needs to point to the west. The one to the West should point to the east. That's what it means by "west turn East and East turn West." Once you've pried loose the gems and set the two dials to the proper settings the archway will be open. Later on there's a chamber with a wand encased in shadow, but no hint of how to get it. You need Shadow Magic at sixty, which I assume you have since it's very difficult indeed to reach that scenario without it.
