The question is not weather or not it is possible, but if the developer is willing to make such a game, if the developer can get copyright permission, etc. You really need to be mindful of copyright law in these matters. As for the Jungle Book itself someone would have to research it's copyright status. I know Disney based it on the childrens book which is far older than the Disney movie. So you would first need to research the books copyright status.
